Parking consultation to start

East Sussex County Council (ESCC) has announced it will be holding a ‘formal consultation’ on the introduction of Civil Parking Enforcement (CPE) across Rother. 

The consultation is expected to open Friday September 6, and run for three weeks to Friday September 27. It is worth bearing in mind that responses to the informal consultation that took place at the Town Hall earlier this year are not being carried forward into the formal consultation. If you responded to the informal consultation and want your feedback to be considered again you will need to take part in this new consultation. That said, ESCC claims that it has considered all the previous comments when drawing up the final proposals for this round of consultation.

Rye parking proposals overview

In July ESCC applied for permission to the Department for Transport (DfT) to introduce CPE across Rother district. The council says that it is a lengthy process and do not anticipate it being introduced before April 2020, the exact date will depend on when they receive authorisation from DfT.

The application follows ESCC’s work with Rother District Council (RDC) to improve parking enforcement in the district. By introducing CPE ESCC lists the following benefits that will be achieved:

  • reduce and ease congestion;
  • improve traffic flow – so benefiting the economy and the environment; and
  • maintain access for the emergency services.

The recent statement from ESCC on the formal consultation concludes, “Under legislation, all council operated parking schemes must be self-financing. This means income from council tax and business rates cannot be used to fund parking schemes. Parking income primarily comes from the cost of permits and pay and display parking charges. The charges proposed in Rother are the lowest we can set to comply with the legislation and make sure we cover the set-up costs of introducing the scheme and operational costs of running it.”

  1. Lion Street and Market Street will have a loading ban. In clarification where there is a loading ban in addition to parking restrictions you will see double stripes that indicate that loading and unloading are not permitted At Any Time. As I understand all commercial deliveries and collections (including multi drop and couriers) are included
    in an exemption. Reasonable time is also allowed for checking paperwork – as soon as the delivery has finished the
    vehicle must be removed. Builders picking up or dropping off tools to a site are also exempt, but the vehicle must be removed immediately once the loading, uploading has been completed. A dispensation can be obtained in advance from the council should more time be required.

  2. How many times is the obvious suggestion of a Park and Ride Scheme going to be ignored. Whatever changes are made to the meagre existing parking places , it will not ease the situation. Rye needs MORE parking places.
